Cecilia Herrera

Join us at the Old San Francisco Steakhouse for our Transformational Leadership Development Series Spotlight featuring Cecilia Herrera from the University of Incarnate Word.

Cecilia Elizondo Herrera is a Special Projects Coordinator for the University of the Incarnate Word Ettling Center for Civic Leadership; a board member of the San Antonio-Mexico Friendship Council; the Old Spanish Mission Advisory Board; the San Antonio Museum of Art and the World Affairs Council of San Antonio.  She is also on the Board of Trustees of Our Lady of the Lake University.  Cecilia is a member of The International and Texas Women’s Forum and a member of the Equestrian Order of Knights and Dames of the Holy Sepulcher of Jerusalem. 

Cecilia is a native of San Antonio, Texas.  She was a 1973 graduate of Incarnate Word High School, a student at the University of the Incarnate Word, and a 1977 graduate of Our Lady of the Lake University, with a BA degree in English and Political Science.  She completed post-graduate work at St. Mary's University in 1978 in Public and Institutional Administration and in 2006 received an MS degree in National Security Strategy from the National War College at Ft. McNair in Washington, D. C. 

Cecilia began her public service career in 1979 working for the Alamo Area Council of Governments, a regional planning agency in San Antonio. She served in the areas of Human Resource Management, Community and Inter-Governmental Relations and Economic Development.

She joined the Foreign Service in 1987 as a Junior Officer in the Administrative Cone. She has served in Guadalajara, Mexico City and Matamoros, Mexico, as well as Melbourne, Australia and Rome, Italy. She served at the State Department in Washington, DC, with responsibility for the Russian Federation and Finland after the fall of the Soviet Union.

She completed a one-year Pearson Fellowship with the Pan American Games Bid Committee in San Antonio, Texas, and served as an Assistant Chief of Protocol for the Department of State and the White House under President George W. Bush.  While serving in this capacity she was asked to establish the Office of Protocol at the U. S. Embassy in Baghdad.  She served as Chief of Protocol to establish that office.  Cecilia is a four-time recipient of the Department of State Superior Honor Award and the recipient of a Meritorious Honor Award.  Cecilia completed her career in the Foreign Service at the U. S. Embassy in Caracas, Venezuela. She was recommended for promotion into the Senior Foreign Service. Cecilia retired after a wonderful twenty-five years in the Foreign Service.
